I agree with most of points, giving the gold to the Database part.

Really DBALs, and specially ORM FW, if not chosen wisely, may infer in several performance downgrades. Bad database modelling can go this way too.

Once met a DBA that created sequences on hand for each case and explained me shortly about indexes. Pretty neat.

I recommend using a DBA to set up the environment and a Data Architect to model serious jobs.

For example: I consider myself a good coder but I'm not DBA,Data Modeler or Sysadmin, so I consider outsourcing these guys if I wanna my project "perfect" (if ever possible).

Actually, I don't know Perl very well, it was one of the first languages I tried to learn on my own when I began studying computer science back in the 90's... and somehow I wasn't feeling comfortable with the language so I never really used it. It was a long time ago... and I never had the opportunity to give it another chance. This is why, regarding today's state of Perl documentation, I just had no clue, so thanks for the comment !

Regarding quantity and quality of documentation, regardless of what you think about Perl, it's got some truly excellent documentation. Python's docs are alright. Ruby needs a lot of work in this area. Not familiar with PHP.
